It can, it can, if we go to the extreme, authorities go to the extreme, and you have a cultural revolution, for instance, in China. When authorities take everything into their hands, then you cannot govern the place.

If we replace the word "people" with "authorities" in Donald Tsang's speech, it describes the current situation much better. Isn't it?

No democry, a cultural revolution will probably come. We all slaves under ditatorship.
With democry in negative full swing, we probably have a cultural revolution too. Anyway we have a right to elect a dictator and, to some extent, we would have been the master of the elected dictator for a moment.
